The sails refer to the shell-like roof of the Sydney Opera House. They're red because they're glowing - glowing in the aftermath of a nuclear blastas the cover art so blatantly depicts. The amazingfuturistic artwork is by Japanese artist Tsunehisa Kimuraand it's themes are echoed in tracks like Harrisburg (the plant is burning down... you cannot get out) and When Generals Talk. Also includes the stomping Best of Both Worlds.
