Description:	Venedig befindet sich Anfang des 17. Jahrhunderts im Krieg mit Österreich und Spanien, die die Piraten, die in der Adria ihr Unwesen treiben, unterstützen. Der Doge Giovanni Brembo und sein Ziehsohn Sandrigo versuchen ihrer Herr zu werden. Sandrigo ist in Wirklichkeit der Sohn des Piraten Guarnieri, der sich beim Großinquisitor Zeno als Henker verdingt hat. Zeno steht mit den Piraten im Bunde und hungert nach Macht, Reichtum und der schönen Leonora, die aber mit Sandrigo verlobt ist. Um sich Sandrigos zu entledigen, fasst er einen teuflischen Plan: Am Tage der Vermählung lässt er den Bräutigam durch den Zehnerrat verhaften und zum Tode verurteilen - mit der Begründung, dass Sandrigo sich mit den Piraten gegen die Sicherheit des Staates verschworen habe.
